He was born in Baku on April 2, 1974.
In 1990, he entered Leningrad State University, Faculty of Law.
In 1995, he graduated from Baku State University, Faculty of Law.
From 2004 to 2006, he studied Master of Business Administration (MBA) program delivered at Odlar Yurdu University in partnership with Georgia State University, USA.
From 1993 to 1995, he worked as a specialist on Law and Business Development in “TAIS” Integration Centre for Youth of Azerbaijan.
From 1995 to 1998, he worked as a Ieading specialist on Law and Business Development at “Azticaret” Open Joint-Stock Company.
From 1998 to 2002, he worked as a manager of Coordination of Special Projects and Logistics Department at “Azpetrol LTD” Limited Liability Company.
From 2003 to 2004, he worked as a deputy general manager of “EUPEC Pipe Coating Azerbaijan JV”.
From 2004 to 2005, he worked as a manager of Strategic Studies, Public Relations, Marketing and Logistics Department of “Azpetrol Oil Company” Limited Liability Company.
From 2005 to 2006, he worked as a general manager of “Azpetrol SRL” in the Republic of Moldova.
From 2006 to 2009, he worked as a general manager of “EVR LTD” Limited Liability Company.
From 2009 to 2016, he worked as a chairman of the executive board of “Tamiz Shahar” Open Joint Stock Company.
He has been working as a chairman the executive board of “AzerGold” Closed Joint Stock Company since May 26, 2016.
